The Utah Board of Pardons and Parole is established under Article VII, Section 12 of the Utah Constitution. The Board has authority, as established in the Utah Code, to parole, remit fines, forfeitures and restitution orders, commute punishments and grant pardons in all cases except treason and impeachment.

Board of Pardons. Minnesota offers people who have been convicted of a crime under state law the opportunity to receive a pardon of their conviction or a commutation of their sentence. The Minnesota Board of Pardons, which consists of the Governor, the Minnesota Attorney General, and the Chief Justice of the Minnesota Supreme Court, may grant a pardon or a commutation to a person who is still serving a sentence for a crime committed in the state.

The Board of Pardons and Paroles decides which eligible offenders to release on parole or discretionary mandatory supervision, and under what conditions. The Board uses research-based Parole Guidelines to assess each offender's likelihood for a successful parole against the risk to society.

About the Board of Pardons. The Board's role is to hear petitions during public meetings for pardons or sentence commutations. During each hearing, the Board deliberates to decide whether each pardon or commutation is denied or is recommended to be submitted to the Governor for further consideration. The Governor cannot grant a pardon or commutation in the absence of a recommendation from the Board.
